Who Really Rules the World? The Theories, Ranked by Evidence
The question of who really rules the world is, in its serious form, a question about the actual mechanisms by which major decisions are made in the modern international system. In its conspiratorial form, it is a question about the alleged hidden elite that, in the strong version of various theories, secretly controls those mechanisms. The two forms are related but distinct, and the aim of this page is to treat both, sorting each major candidate by the strength of the available evidence. Coordination Versus Conspiracy
A useful way to think about the candidates is in terms of the distinction between coordination and conspiracy. Coordination is the ordinary observation that powerful people talk to one another, share information, and sometimes agree on policy. This is documented in abundance. Conspiracy, in the strong sense, is the further claim that the coordination is secret, deliberate, sustained over decades, and aimed at a specific transformative end. The two claims have very different evidentiary standards: coordination can be documented in the public record, while conspiracy cannot be documented in the public record at all. The practical point is that most of the candidates below are real institutions with documented influence, but the strong conspiracy version of their role is not supported.
Central Banks and the Bank for International Settlements
Central banks, especially the Federal Reserve, the European Central Bank, and the Bank of England, are sometimes alleged to be the central node of global coordination. The Bank for International Settlements in Basel is often alleged to be the secret coordinator. Central banks are real institutions with documented influence on the global economy, and the BIS is a real coordinating body. The documented coordination is a normal feature of the international financial system. The strong version, in which central banks are alleged to be implementing a coordinated program of monetary manipulation aimed at a specific political end, is not supported.
The Trilateral-Bilderberg-CFR Triad
The Bilderberg Group, the Council on Foreign Relations, and the Trilateral Commission are often alleged to be the three central nodes of a coordinated network. All three are real, all three have documented histories, and all three bring together senior figures from politics, business, and academia. The overlap in membership is real and well documented. The shared framings that emerge are real and are a legitimate subject of academic study. The strong version, in which the three are implementing a coordinated policy agenda, is not supported: the three disagree with one another on major questions, include critics of the prevailing consensus, and do not make binding decisions.
The World Economic Forum
The World Economic Forum, founded by Klaus Schwab in 1971, is sometimes alleged to be the central coordinator of the global elite. The annual Davos meeting is real, the published policy documents are real, and the Forum’s influence on global governance is documented. The strong version, in which the WEF is the central coordinator of a coordinated global elite, is not supported. The WEF is a venue for discussion, not a decision-making body.
Transnational Corporations
Transnational corporations are sometimes alleged to be the central node of a coordinated program of corporate domination. The major corporations are real institutions with documented influence, and their coordinated lobbying of governments is a documented phenomenon. The strong version, in which the major corporations are implementing a coordinated program, is not supported: the major corporations compete with one another in many markets, disagree on many policy questions, and do not make binding collective decisions. The proper response is to acknowledge the real influence while rejecting the strong version.
The United Nations Security Council
The UN Security Council has primary responsibility for international peace and security, and the five permanent members exercise effective control over its most important decisions. The Council is a real institution with documented influence. The strong version, in which the Security Council is implementing a coordinated program of global governance, is not supported: the five permanent members disagree with one another on many questions, and the Council is often divided.
The Club of Rome
The Club of Rome, founded in 1968, has produced influential reports on the limits to growth and the long-term prospects of the global economy. The Club is a real institution, and its reports are real documents with real influence. The strong version, in which the Club is implementing a coordinated program of population control, is not supported. The Club’s reports are policy documents, not policy programs, and the Club does not make binding decisions.
Intelligence Agencies
The major intelligence agencies are real institutions with documented histories. The surveillance of political leaders, including the documented surveillance of Martin Luther King Jr. by the FBI, is a documented phenomenon. The manipulation of foreign governments, including the documented CIA support for the 1953 Iranian coup and the 1954 Guatemalan coup, is a documented phenomenon. The strong version of an alleged global surveillance and manipulation program is partially supported by the documentary record, but the documented activities are constrained by the political systems in which the agencies operate and are subject to oversight. The strong version requires the unsupported assumption that the agencies are operating independently of political control.
The Deep State
The alleged deep state is a more diffuse concept than the other candidates. The term is used, in its most modest sense, to denote the permanent institutions of national security and intelligence that continue across changes of elected government. The documented bureaucratic politics of the American national security state is a real phenomenon, and the role of the permanent institutions in shaping policy is a legitimate subject of academic study. The strong version, in which the deep state is implementing a coordinated program of political control, is not supported: the deep state in the strong sense is a diffuse and vague concept that does not have a clear referent, and is often used as a rhetorical device to dismiss any policy outcome that is not consistent with the political preferences of the user.
The Rothschilds
The Rothschild family is a real European banking family that rose to prominence in the nineteenth century, and the family’s nineteenth-century role in the European bond market is documented. The strong version, in which the family is alleged to control the global financial system, is not supported. The family’s actual role in the contemporary international financial system is small, and the strong version is rooted in the anti-Semitic conspiracy theories of the late nineteenth and early twentieth centuries, including the Protocols of the Elders of Zion, which was a forgery.

Ranking by Evidence
The candidates can be sorted, in order of decreasing strength of the evidence for the strong conspiracy version, in roughly the following way. The strongest candidates are the intelligence agencies, whose actual activities partially support the strong version but fall short of the full conspiracy claim. The weakest is the Rothschild claim, rooted in a documented forgery. The candidates in the middle include the central banks, the Trilateral-Bilderberg-CFR triad, the WEF, the transnational corporations, the UN Security Council, the Club of Rome, and the deep state. The strong version of each is not supported, but the documented influence of each is real.
The Common Pattern
The common pattern is that each candidate is a real institution with documented influence, but the strong conspiracy version of its role is not supported. The proper response is to acknowledge the documented influence, to engage with the legitimate questions of democratic accountability and transparency, and to reject the strong conspiracy versions. The world is governed by a complex and partly opaque system of national governments, international institutions, transnational corporations, and informal networks. The serious task is to understand that system, not to reduce it to a single conspiracy.
